Statement of the Ministry of Foreign Affairs of the Kyrgyz Republic

The Ministry of Foreign Affairs of the Kyrgyz Republic, taking into account the meetings between heads of law enforcement agencies of Kyrgyzstan and Tajikistan that were held in Batken town on 12-13 January 2014, hopes that Tajikistan will demonstrate a political will to approach constructively the conduct of impartial investigation of the incident on the Kyrgyz-Tajik border on 11 January 2014.

At the same time, the Ministry of Foreign Affairs of the Kyrgyz Republic is extremely bewildered with an inaccurate statement of the Ministry of Foreign Affairs of Tajikistan on the border incident between the Kyrgyz and the Tajik military servicemen with the use of the fire arms, which was disseminated among mass media on 11 January 2014 not waiting for the results of a joint investigation of the incident.

The premature conclusions and speculative judgments made by the Tajik side do not go along with the spirit of the Kyrgyz-Tajik relations of good neighborhood and do not contribute to maintenance of stability and security on the Kyrgyz-Tajik state borderline.

Expressing serious concerns regarding the incident, the Kyrgyz side underscores that only impartial and unbiased information might foster settlement of the situation in the context of pursuing a friendly dialogue and maintaining mutually beneficial relations between two countries.

At the same time, the Kyrgyz side is displeased with the fact that the aggression of the Tajik military servicemen was caused by the construction of the “Kok-Tash - Ak-Say - Tamdyk” auto road carried out by the Kyrgyz side on the territory of the Kyrgyz Republic and not on the non-delimitated zone at that moment. The Kyrgyz side is also extremely displeased with the fact that in violation of all norms and principles of the international law the Tajik side used artillery weapons against the Kyrgyz border guards and moreover fired on the territory of the Kyrgyz Republic. It raises concerns that such actions by the Tajik side constitute direct threat to stability and security of the entire region.

In this connection, the Kyrgyz side hopes that Tajikistan will show the political will towards compliance with the international law, and refrain from taking such aforementioned unlawful actions, as well as from making the rash and unfounded allegations vis-a-vis the Kyrgyz Republic.

Bearing in mind a current level of relations with the Republic of Tajikistan that are based on mutual respect as well as centuries long traditions of friendship, the Kyrgyz side hopes for the constructive approach in peaceful settlement of the situation and maintenance of security of peoples of two countries.
